Targeting Items in a Salvager's Pack

Target: Item <Pouch, Backpack, etc.>
This container has 2 strengthening charges, and completely prevents the destruction of its contents unless the container itself is destroyed.

Puuuuuuurely hypothetical scenario: A PC (let's call him Shen) gets hit by an NPC (let's call him Grandmaster O'ot) for a "Shatter <item>" (let's say the item is a Panacea) effect. The Panacea is inside Shen's Salvager's Pack.

The Panacea isn't destroyed, since the Salvager's Pack "completely prevents the destruction of its contents", correct? And the Salvager's Pack still retains its Strengthening Charge(s) and doesn't need to expend any to Resist the Shatter since it wasn't actually targeted by the Shatter, correct?

Or is a targeted item inside a Salvager's Pack considered "part of" the Salvager's Pack and thus requires a Strengthening Charge of the Salvager's Pack to negate its destruction? That feels a little weird, but also makes some level of sense and is a bit more balanced overall (making the SP a catch-all "whatever's in the bag shares these two Strengthening Charges for whatever Shatter-nanigans happen" rather than "if you specifically target anything inside, it's immune and doesn't burn Strengthening Charges, but if you hit it with an Explosive Trap, it's immune and will burn the SP's Strengthening Charge."

I'm cool with either, though. Thoughts?
