Dragon stamp question

I heard a rumor that PCs got dragon stamps for just attending nationals. Is this true, and if so how many and who do I contact about using said dragon stamps?

also to fill in details that are on that page. PC's got a free teacher card, however I do not believe PC's got Dragon Stamps just for attending. That happened at the last national.

thanks David, that's kinda what i thought.. as I didn't think just attending would warrant getting them.. but I had heard from a number of other people other people otherwise.. perhaps they were confused as well..
