Your character is housed in Chicago, so any questions you may have about Kozan (free build, etc.) should be directed to @Kitaruen.
In regards to goblin stamps, as you can earn them in different chapters (Oregon, SoMI, Chicago, etc.), so you should reach out to the specific logistics person for that chapter. Hopefully this helps!
