how to speak elven?

i was wondering, what language do we use for elven? I have a book on how to speak LoTR Elven but I dont want to learn it if it wont help me.

There isn't an elven language in game per se. Sometimes people will talk in foreign or fictional languages and refer to it as their race's language, but it's not an official thing.

If you and some friends want to all learn elven and communicate that way, that's great, but don't be surprised if some non-elven characters seem to know what you are saying.

I've seen chapters and players use various OOG languages to rep IG languages. Sometimes multiple players of the same race packet will decide on a language to use to communicate among themselves, if there isn't a designated one.

I don't know that any chapters or race packets use that particular language, but you can always learn it to have something to write a journal in or something similar.
