Depends on the "culture" you're looking for. China Town has good chinese food, the Chinese Garden, and a few porn shops. Old Town is home to a few hip-hop-style clubs, Saturday Market (an open air market with all manner of curios), and some homeless shelters. 23rd is also known as "Trendy Third", a good meat market during the summer months, and home to a variety of oddity shops. Hawthorne is more your hippy and neo-hippy shopping district. Pioneer Courthouse Square is your typical downtown business district center of commerce and festivity for most things Portlandish, and on weekends tends to be host to some manner of gathering, from 1001 guitar-players singing variations of "This Land is Your Land", to the Irish Beer Festival, to Sand Castles in the City, to who knows. To the West of downtown we have Washington Park, which is pretty much a big forest on a hill overlooking the city, and home to the Rose Test Gardens as well as the Japanese Gardens and Cultural Center. Not sure how the snow is looking. Most of the ski season, if not all, was shut down this past winter due to lack of snow. I hadn't heard that there was anything going up the mountain lately.
If it's good eats you're looking for, we've got your traditional trend-set: Urban Fondue, Ruth's Chris, etc. We've also got more odd places, such as the aforementioned Saturday Market (which is open on Sundays as well), Montage (a loud affair of Cajun and Cajun-influenced food... don't listen to Sarah, get the Spicy Mac and 2 mussel shots) which is also one of the better late-night dinner joints, No Fish Go Fish (which has a restaraunt on Hawthorne but is better tasting off of the cart on the southeast corner of the Pioneer Courthouse itself, trust me), and the corner of Fifth and Stark during weekdays from like 10:30-1:30pm (a myriad of food stands of various ethnicities). Then there's the Greek Taverna, ToDai (all you can eat sushi and japanese seafood for 24 bucks, 15 for lunch), and Taste of Bali, an awesome Indonesian restaraunt along Broadway, south of the square, with food that reminds me of my grandmother's cooking (Jonny, the owner, and his wife are awesome people, always greet everyone with a smile and "How you do today my friend?").
If you like salsa dancing, I would check out the BossaNova (formerly the Viscount), on the east side of town, Saturday nights. They have lessons as well as a live salsa band. If you just want live music, you can pick up a Willamette Weekly and check out the local scene, although checking out what either the Roseland or the Crystal Ballroom have going on is always a good idea. Kell's, the local official Irish pub and restaraun t, usually has something going during Friday nights. And nearby, fairly soon, The Jazz should be opening up, with live Basin Street blues and the like. If you want more show with a touch of comedy, try Wallbangers, a dueling piano bar on 2nd street. Lots of fun to see and hang out at. Lastly, if you just want straight-up comedy clubbedness, you'll want to look into Harvey's comedy Club, near the Portland train station in Old Town.
