Resolved Filling Spell Stores with Scrolls

I know a similar question was asked last year in the 2.1 beta period but was never answered.

Spell Stores, memory strikes, Brewing & Inscription.

I'm seeing that Potions via potion mastery are specifically cited as able to fill Earthen Spell Stores and also Earthen Memory Strike rituals. I am not finding anywhere that Inscription is able to do the same. So much so that Scroll mastery does a different effect, and also I can't find...

There is a Earth High magic ability to use potions to fill earthen spell stores, but no Celestial equivalent. Are you allowed to do so, and if so, where in the rules does it say?

The Spell Store Ritual states that spells must be "intentionally touch-cast into" the target of the Spell Store Ritual, but includes no requirement as to where that spell originates from.

These spells can come from a character's memory, another activatable magical item, a battle magic scroll, a monster ability (if it matches an existing spell effect & delivery), or a potion (assuming the character doing the touch-casting has the Potion Mastery High Magic or Brewing Crafting Ability).
