Copy Formal - Ritual Scroll

Question:
Shouldnt this Ritual be the same level "at least" as the ritual you are copying?

Example: Base level for Copy Formal is 3. I want to copy a Damage Aura level 5 Base (I belive). Shouldnt the Copy formal be equivalent to the scroll im copying? I know that if you copy a Scroll that requires a Catalyst... the Catalyst for Copy formal would be needed but I thinkt he Scroll level should be Variable depending on the target scroll.

This makes sense to me.. am I crazy?

There would be no need to up the difficulty as the scroll that's made from the copy will still need to be cast according to the ritual scroll level of the scroll you copied anyway. You can debate it under the rules forum at this time but this is not something that is currently broken.
